Post PCM Self-Test & PID Control?

I have Torque (Lite) and considering the Pro version to troubleshoot DTC codes. ALLDATAdiy.com says to do the following:
1. Record the engine coolant temperature (ECT) PID from the freeze frame data.
2. Carry out the PCM self-test.
3. Carry out the Relative Injector Flow Test. Refer to the instruction manual provided by the scan tool manufacturer.
4. Access the PCM and monitor the FTP (PRESS) PID.
5. Access the PCM and control the EVMV (CUR) PID.
6. Access the PCM and control the EVAPCP (PER) PID.
7. Close the EVAP purge valve by commanding the EVMV PID to 0 mA or EVAPCP PID to 0%.
8. Access the PCM and control the EVAPCV (MODE) PID.
9. Close the EVAP canister vent valve by commanding the EVAPCV PID to ON (100% duty cycle).
10. Access the PCM and control the FP (MODE) PID to control fuel pressure.

Can the Pro version do these? If not, anyone know reasonably priced tool that can?
