Post GM Transmission Input Speed not making sense

I have a 2000 Chevy K3500 truck with a 7.4L engine and a 4L80 transmission. The truck will sometimes not downshift when hauling a heavy load up a grade.
From my research I’ve found that one possibility is a faulty transmission input or output shaft speed sensor. I wanted to monitor the input and output shaft speed readings to see if there was anything anomalous. The input speed PID is 1941 and the output speed PID is 1942. The equation in Torque is ((A
