Post Pending Code Not Found

I had a P0430 issue on my 2004 Toyota Sienna. I fixed the issue then cleared the code. I drove for 50 miles and plugged in the ODBII to use with Torque lite. Torque Lite did NOT find any Pending codes, however, when I took the vehicle in for inspection, there was apparently still a pending code which prevented my vehicle from being inspected. Any ideas why Torque did not pick up the pending code? I am using a BAFX bluetooth ODBII reader.

for read errors try send command 130000 or 13ff00:
Add display -> Select type of display -> Push Button -> Send OBD command -> Display configutation -> Set command to send -> 130000 -> TEST COMMAND
