I can’t find this directory on my S8.

Go to settings or options for ‘Files’ and set “Show Hidden Files’ to ON.

In local phone memory – Or SD card?

What file management facility? The stock phone file manager, or a file mgt App?

I can see my ‘.Torque’ directory with either.
