I had to update my Android phone. Do I have to pay the .99 again? I have the same phone number but a different cell provider.

Hi!

Nope! – you should have registered a google account when you got the phone – the app (in fact, any app purchase you have) is usually tied to that google account so you should then be able to re-login to that google account and download all your previous purchases again without having to pay!
