After a little research, I was able to figure out the proper shell command:

folder=/storage/emulated/0/documents/torqueLogs
cd $folder
newest_file=$(ls -art | tail -n 1)
result=$folder/$(cat “$newest_file” | tail -n 1)
echo $result
