Post CHEVY 2002 2500HD. CAN TORQUE DIAGNOSE TORQUE CONVERTER NOT LOCKING UP??

Chevy 2002 2500HD. Can Torque be used to determine if my Torque Conveter is locking up or working properly? If you can how would you do it?

A friend of mine is a Chevy technician and drove it and thought the Torque Converter was not locking up. He did not hook any equipment up to diagnose it though. I have been getting poor gas mileage.
