Post Honda connection issue

I am unsure if it the adapter or what, but for some reason Torque pro does not seem to want to connect. I connected a cheap scan tool and it instructed to leave the key off for 10 seconds and then turn it back on. I tried that and it seemed to not working unless I am missing something?
