Post f250 power stroke "reduced engine power"

2008 F250 Power Stroke 6.4 diesel: turbo shut off (max’s out at 500 RPM’s) and lost 90% of the power. Dash flashing indicator says “Reduced Engine Power.” No ODBII error codes. Not sure what to look at next, or what to fix. Any suggestions?
