In android, can you use a driving direction app like Waze with Torque running in the background? Will the Torque data still be accurate?
Or does Torque always have to be on the screen?

Yes you can do that,
But make sure you have disabled battery optimization for torque and Waze in app info, otherwise Android will kill inactive app in the background.
Moreover you can use "make floating widget" to display the dash you like on the screen in top most layer.

of interest. Allows you to associate
displays with other apps. Check it
out.
