I've got a P0420 code
May be the catalytic Converter or maybe the downstream O2 sensor
What should my O2B1S2V read? It varies but is often at .7 +-
Any advice on a P0420?

OBDII standard clearly says that P0420 is "Catalyst System Efficiency Below Threshold (Bank 1)"
