So I've got quite a bit of electronic control of my ECM via HPtuners. Being able to increase base idle on the fly is handy as hell, but HPT is way overkill for a permanent installation. I figure it's all just serial data, so is there any way to snoop the bus to figure out what's being sent for a given function (ie: increasing idle speed to 2000rpm while I run my air compressor) and send that command from Torque?

i would say no
hpt mostly rewrite the pcm itself
torque mostly read and ask for standard obd request
you can't even do that with the device at the dealer
